The government of Isabel Díaz Ayuso acquired the penthouse on Paseo del General Martínez Campos on April 14, 2026, but the reports they cite to justify the purchase are dated July, three months later. The prior documentation is limited to the confidentiality agreement, appraisals, deposits, and the deed signed by the CEO of Planifica Madrid.
The Community of Madrid completed the purchase of the penthouse on Paseo del General Martínez Campos on April 14, 2026, although the deposit contract was signed on February 27 of that same year. The operation was carried out without informing the regional Assembly, and now the government of Isabel Díaz Ayuso is trying to justify it with a series of reports that, according to the published documentation, are dated July, three months after the acquisition. This is reported by Público, which has accessed the files.
The Minister of the Presidency, Miguel Ángel García Martín, defended on Thursday in a public appearance the existence of a file that supported the need for the purchase, but the only documents prior to the operation are the confidentiality agreement, the appraisal certificates, the deposit contract, and the deed of sale. The latter bears the signature of the CEO of Planifica Madrid, Pedro Corbalán Ruiz.
The first report, a rental memorandum drafted by the Technical General Secretariat of the Ministry of the Presidency, is dated July 2, 2026, 79 days after the purchase was completed. In that document, the need to incorporate an "institutional residential property" into the regional heritage is argued, which has "an area designated for a workplace, a rest area, and occasional accommodation for authorities on official visits or for the authorities of the Community of Madrid itself." The text adds that this is "a common practice at the state, regional, or local level" and emphasizes that "only four autonomous communities, including Madrid," lack institutional housing.
The memorandum also states that the property "meets the ideal conditions" to serve as an official residence and to have "accessory or complementary spaces in crisis management contexts." This document was submitted to the Ministry of Economy and Finance to carry out the leasing procedures, which were finally signed on July 27, 2026.
On the same July 2, the Ministry of Finance issued a report acknowledging that "the entry by registry" of the previous memorandum was not recorded. Despite this, it responded with a favourable technical report that was "exclusively" related to the characteristics of the property, emphasizing its "residential nature" and mentioning the General Urban Planning Plan of Madrid (PGOUM), which establishes the "residential use" and the purpose of "providing permanent accommodation to individuals."
The General Attorney of the Community of Madrid also issued a document on July 15, 2026, referring to articles 2.1 and 3.1 of the Urban Leasing Law. The property's license is solely residential, and the community rules prohibit the use of offices from the second floor in buildings in the centre of the capital, such as in the Chamberí district. The Ministry of Finance acknowledges in another of its documents that the "qualified use" is residential, and the certificates from the State Attorney reinforce the same condition.
The official version of the regional government maintained that the penthouse would be used as an office while works were carried out at the headquarters in Puerta del Sol, but none of the documents released specify for what purpose the residence was to be purchased or what specific needs justified the operation. The documentation accessed by this newspaper does not include any justification prior to the signing of the deposit contract.
