The Escorial Norte Group distributes a free template to contest the 2026 bills. The appeal does not automatically suspend the obligation to pay.

Residents of El Escorial who believe the amount of the 2026 waste fee is incorrect can now file a complaint using a free model provided by the Escorial Norte Group (AEN), as reported by madridinforma.es. This initiative comes amid controversy over the municipal calculation of this tax.

The group claims that the Town Hall continues to calculate the bills based on the surface area of homes and plots, without sufficiently considering the waste generated. It also questions a budget of over €400,000 in indirect costs and a contract of €22,000 to use the Clean Point of San Lorenzo de El Escorial.

The Official Bulletin of the Community of Madrid published a modification of the ordinance on June 4 that maintains the calculation of the variable fee based on 7,709.70 tonnes when the waste disposed of exceeds that amount.

To file the appeal, the interested party must identify the settlement being contested, include their personal details, and state the reasons. They can attach the municipal notification or proof of payment and register the document at the Town Hall of El Escorial or through its electronic headquarters. The process does not require a lawyer or representative.

Article 14.2 of the consolidated text of the Local Finance Law sets a one-month period to file the appeal for reconsideration. When there is individual notification, the counting begins the day after its receipt; for taxes notified collectively through the register, it starts the day after the end of its public display.

The municipal tax calendar establishes that the 2026 waste fee can be paid voluntarily from August 1 to November 30, but this date does not solely determine the deadline for appeals. To know the specific due date, one must check the received notification or the public display announcement of the register.

Filing the complaint does not automatically halt the collection. The suspension must be requested and, in general, requires providing the legally stipulated guarantees. The General Tax Law includes exceptional cases. It also does not guarantee the refund of amounts already paid.

Residents wishing to contest their bill must first ensure that their deadline is still open and adapt any template to their circumstances and the specific bill.
