The Secretary General of PSOE-M, Óscar López, has prevented the holding of primaries in Alcalá de Henares, which has been intervened by a management team. His management has already seen 12 resignations from positions in a year and a half.
The Secretary General of the Madrid PSOE, Óscar López, has blocked the holding of primaries in the Alcalá de Henares group, which has been under management since March. According to OK Diario, his record at the helm of the Madrid party now includes 12 resignations from positions and leaders in just a year and a half, spread across Alcalá, Móstoles, and the Federal Executive.
The crisis in Alcalá began with the resignation of Javier Rodríguez Palacios as Secretary General in February 2025, although he remains as spokesperson for the municipal group. Since then, the membership has been unable to elect new leadership: Ferraz has extended the management instead of calling for the internal process mandated by the Federal Statutes. Councillor Blanca Ibarra submitted her resignation in March 2026 due to internal disagreements, in the latest episode of what party sources describe as a "decomposition" of the group. Members have even met clandestinely due to the management's refusal to allow the local headquarters for their assemblies.
The blockage is not an isolated case. In Móstoles, former mayor and municipal spokesperson Noelia Posse resigned in June 2026 along with six other members of the Local Executive: David Muñoz, Rebeca Prieto, Marisa Ruiz, Javier Sánchez de Lucas, Pablo Moreno, and Kelvin Antonio Heredia. In their resignation letter, they denounced that the Secretary General, Álex Martín, has "entrenched himself in the position" after more than a year without the local Executive being legitimised by the membership through primaries. The resigning members have also requested the precautionary suspension of their membership while the judicial case affecting Posse regarding the debt cancellation to the company ITV Móstoles is resolved, for which the Prosecutor's Office is seeking 12 years of disqualification.
To this count is added the departure of Enma López from the Federal Executive Commission in June 2026, after announcing her candidacy for the primaries for the mayoralty of Madrid against Reyes Maroto without the approval of Ferraz. The party's leadership has internally described that move as "disloyal".
The pattern connecting the three fronts is the same: the PSOE's Primary Bases for 2027 establish that, in municipalities where the party already governs and the incumbent mayor is seeking re-election, primaries should not be held. In Alcalá, governed by the popular Judith Piquet, that clause does not apply, so the blockage is a direct decision from the regional leadership. Only four municipalities across Spain (Madrid capital, Oviedo, Ferrol, and Torrelavega) will hold municipal primaries in 2027, out of the 30 candidacies already closed by the party.
Internal critics, including Juan Lobato, López's predecessor at the helm of PSOE-M, have hinted in party forums at the need to bet on profiles with greater territorial roots against the model of designation from Ferraz that currently permeates the regional leadership.
