Más Madrid and PSOE brought a joint proposal to the Cibeles Plenary for the Madrid City Council to commit to the continuity of Rayo Vallecano at its historic home in the Vallecas district. The initiative, presented on Friday night, also requests that the Stadium maintain an exclusively sporting use and be excluded from activities such as concerts or festivals, according to uruguayaldia.com.uy.
The text calls for the creation of a dialogue table involving representatives from the Community of Madrid, the City Council, Rayo Vallecano, fan clubs, the ADRV Platform, local residents, merchants, and municipal and parliamentary political groups. The aim is to discuss the future of the venue as a city and regional project.
Both groups demand that any future renovations carried out by the Community of Madrid preserve the exclusive use of the Stadium for sporting purposes. Complementary uses would be limited to the operation of the venue and services to clubs, federations, spectators, and sports personnel.
The proposal considers recreational activities, shows, festivals, nightlife, or any activity whose main purpose is not football to be incompatible. It also requests that the regional government allocate the necessary budget for the conservation, improvement, and operation of Vallecas Stadium and ensure its continuous use by Rayo Vallecano.
Más Madrid and PSOE explicitly reject the entry of private investors or the participation of private partners in the ownership, management, or control of the venue. For both groups, the Stadium is "much more than a football field" and is part of the sporting, social, and identity heritage of the district.
The initiative recalls that the venue went through a crisis last summer after an audit detected serious deficiencies in safety, electrical installations, emergency lighting, and sanitation. This situation forced Rayo to play matches outside Vallecas during the first part of the season.
On September 14, the precautionary measures that prevented the use of the Stadium by the team were lifted, and it is expected that Rayo will return to play at home in Vallecas in October. Although the club can now use the venue, the procedure to terminate the concession remains open.
The Councillor for Culture, Tourism, and Sport, Mariano De Paco Serrano, explained a few days ago that the regional government is still working on the Stadium's reform and stated that "there is no possibility" of Rayo leaving its home "unless the club takes it away." The councillor added that the Community will ensure that Rayo Vallecano can always play in its Stadium, as that has been the goal from the beginning.
With the procedure for terminating the concession still underway and the team's return to Vallecas scheduled for October, the proposal is now in the hands of the Cibeles Plenary, which must decide on the municipal commitment to the club's permanence and the sporting use of the venue.
